Course Synopsis

The module will cover the preparation to actual construction activities, from oversight of design up to just before start of construction. It will deal with the planning tools that will avoid unnecessary oversight during construction that are likely to cause time and cost overruns.

Objective

To prepare the attendees to implement pre-construction activities in construction management.

Manuel H. Torres

Noly graduated with a Master degree in Business Administration and Bachelor of Science in Mechanical Engineering at the University of the Philippines.

He was the Assistant Governor, Bangko Central ng Pilipinas, Managing Director of Management Services – the subsector that is responsible for key support services of the BSP which are facilities management and engineering, infrastructure expansion as well as new branches design and construction, security investigation and transport, procurement, and administrative services. Quality Management Representative, BSP Administrative Operations – Quality Management System, the umbrella management system for general administration of the BSP head Office, certified to ISO 9001 Standards. Chairman, Security Plant Complex Master Plan Committee – overseeing the major infrastructure and facility upgrade Chairman, BSP Security and Safety Committee – formulating policies and guidelines pertaining to BSP wide security and safety. Vice Chair & Member, Philippine International Convention Center Projects Committee – overseeing the infrastructure upgrade of the convention center complex.

He spearheaded the company’s entry into the real estate development business, building up its development management organization in State Properties Corp as Executive Vice President.

He has worked with Leighton Contractors Phils as Vice President for Operations and Corporate Operations and Concurrently as Vice Chairman of Leighton Philippines Retirement Committee.

As Vice President of San Miguel Properties, he presided over the building up of the residential real estate development, property management, and facilities management businesses of the San Miguel group. Completed and fully sold or leased out in 1998, the San Miguel Properties Centre. Consolidated the corporate real estate and facilities management organization of the San Miguel group. Concurrently as General Manager of Legacy Homes, the mass housing subsidiary of San Miguel Properties, developing low and lower middle income residential projects.

Has worked with Bliss Development Corp as Executive Vice President and General Manager.

He currently teaches in the University of the Philippines as Professorial Lecturer in Management and Lecturer in Construction Administration at the De La Salle – College of St. Benilde. He has been a lecturer in Management at the University of the East College of Business Administration.
