Objective of the Course:

  • To make employees aware of the importance of an emergency preparedness plan , drill exercises and continuity operations after disasters or emergency.
  • To protect the lives of staff and employees
  • To assessed the resiliency of facilities and to ensure it will continue to function after a disaster strikes.
  • To assess the viability of contingency plans for every major disaster that may strike the company.
  • To establish a mutual understanding of the authority, responsibilities, functions, and operations of the Crisis Management Team during emergencies.
  • To identify the role and responsibility of the Hospital in coordinating emergency operations with outside agencies
  • To expedite recovery and normalization of Hospital operations.

ENGR. CONRADO P. SORIANO

a licensed Civil and Sanitary Engineer with Master in Public Administration and an accredited Occupational Safety and Health Consultant of BWC-DOLE.

He is the Corporate Safety and Security Manager of MWSI and the Chairman of the Crisis Management Team task to manage emergencies that disrupt business activities or situations that may lead to loss of life or company assets.

Member of the Lead Agencies in the Earthquake Disaster Response for Metro Manila headed by Metro Manila Risk Reduction and Management Council. He is a member of the Anti Terrorism Council task of protecting vital utility like the La Mesa Dam and Ipo Dam and Water and Sewer Treatment Plants and in the Safe Transport of Hazardous Chemicals.

Engr. Soriano started as a Cadet Engineer in MWSS and he rose from the ranks, first as Junior Engineer in charge of inspections and Quality Control of Plants and Construction Projects. He was assigned as Customer Services Chief of Service Center tasked in Repair and Maintenance of Pipelines, Aqueducts and other Waterworks Structures. Finally he was promoted to Division Manager before the company was privatized in 1997.

Started his involvement in Occupational Safety and Health in January 1999 when he was appointed as Head of the Safety Section, Security and Safety Department, MWSI.

Was given the responsibility to coordinate all activities related to ESH programs of the company to all 59 installations and Construction Projects including the development of Integrated Management Systems and conducted ESH trainings in coordination with HROD. He formulated the MWSI Safety Code series 2005 and Safety Training Modules and other industries.

He was able to convinced former MWSS employees to adopt Safety as a Way of Life, resulting to zero accidents for the past years and attaining a 7 million MHNLTA mark. He reinforce employees, contractors, suppliers and stakeholders positive behavior towards environment, safety and health, by designing and conducting regular ESH awareness seminars, forums and emergency preparedness and response exercises.

Through his relentless effort, MWSI obtained an ESH Presidential Award from ESH, La Mesa Water Treatment Plant obtained an ISO 9001, ISO 14001 and OHSAS 18001 from 2006 to date. Dagat-dagatan Sewerage and Septage Treatment Plant likewise obtained ISO 9001, ISO 14001 and OHSAS 18001 and was confirmed by the certifying body TUV-SUD to be the First Sewage Treatment Plant in ASIA-PACIFIC REGION to obtained that IMS certification.

He is the Chairman of the MWSI Rescue Team, spearheaded Search and Rescue operations during emergencies and Medical and Dental missions all over the Philippines gaining local and international recognition and awards. Tree planting activities at Watersheds and Clean Up activities to shorelines and installations was implemented. Also he attended and supported different cause oriented organizations to protect and save Mother Earth. He attended simulation exercises on earthquake spearheaded by NDCC like the INSARAG Asia –Pacific Earthquake Simulation Exercise in SUBIC in 2007 and recently the April 16, 2010 Earthquake Simulation Exercise at the National Disaster Management Center in Camp Aguinaldo to test the readiness of Metro Manila to the worst case MMEIRS scenario.

He is also a lecturer to various DOLE Accredited Safety Training Organization, Academe and Resource speaker to OSH-DOLE conventions, World Safety Day, Training and symposiums.

Engr Soriano is recipients of Excellence Awards, Achievement Awards at Maynillad and an Individual Award at the 7th National Gawad Kaligtasan and Kalusugan Award given by Secretary Rosalinda Baldoz of DOLE and other awards given by Local Government and NGO’s.

He attended various training on Engineering, Safety and Health and Emergency Preparedness and Response locally and in China, Singapore, Thailand and Hongkong.
